有解決方法
Take out the cmos battery inside the case for a couple of minutes to reset the bios , still have ps/2 ports on the back for the mouse and the keyboards use them if have old ps/2 keyboard and mouse around
sounds like a temp shorted out usb port, might come back to normal in some cases it does not , if it's the ones on the back of the pc they are intergrated into the motherboard and can't be repaired have to replace the usb port with a special soldering tool, can go to the bios under the hardware section and disable all the usb ports , the pc should start up normally,try renable them through the bios and see if that fix the problem .
